Individuals from poor households who switch from gasoline-powered motorbikes to green vehicles may receive up to VND 20 million per vehicle in support. The policy aims to encourage residents to use clean-energy vehicles, helping reduce environmental pollution in the capital.

The Hanoi Department of Construction has submitted to the Hanoi People’s Committee a draft regulation on the procedures for providing direct cash support to individuals from poor households who convert from fossil-fuel motorbikes to green vehicles.

This is a concrete step in implementing Resolution No. 68/2026/NQ-HĐND of the Hanoi People’s Council on the support policy for converting fossil-fuel vehicles to clean energy in Hanoi.

Support of Up to VND 20 Million per Electric Motorbike

According to the draft, individuals from poor households who convert motorcycles or mopeds running on fossil fuels to green vehicles will receive support equal to 100% of the value of the new vehicle, capped at VND 20 million per vehicle.

The value used as the basis for calculating support is the amount stated on the legal sales invoice, including value-added tax (VAT). Costs for accessories, insurance, financial services, and other incidental expenses are not included in the support amount.

For example, if a resident buys an electric motorbike priced at VND 18 million, they will be supported for the full amount. If the vehicle costs VND 25 million, the maximum support is VND 20 million, and the VND 5 million difference is paid by the buyer.

Under the draft, each individual may receive support only once for one vehicle. The policy remains in effect until December 31, 2027.

Eligibility Conditions for Converting a Gasoline Motorbike to an Electric Motorbike

To benefit from the policy, applicants must meet all the conditions set out in the draft.

First, the applicant must belong to a poor household under the multidimensional poverty standard approved and announced by the Hanoi People’s Committee for the 2026-2027 period.

Regarding residency, the individual must have “place of residence” or “current place of stay” information displayed on the VNeID system located in Hanoi. This information must be confirmed by the commune-level People’s Committee, which is responsible for its legal validity.

In addition, the applicant must be the legal owner of a fossil-fuel motorcycle or moped that was registered before Resolution No. 68/2026/NQ-HĐND took effect.

The vehicle conversion must be carried out while the support policy is still in effect.

Electric Motorbike Support Policy Is Still a Draft

With maximum support of VND 20 million, the policy is expected to create more opportunities for poor households to access green vehicles and ease the cost burden of switching from gasoline motorbikes to electric motorbikes.

Notably, since the content is currently only a draft submitted by the Department of Construction to the Hanoi People’s Committee, residents should follow the official regulation once issued to understand the required documents, procedures, and the timing for receiving support requests.
